The Association for Participatory Democracy ADEPT has developed a tool for comparative measurement of the performance of the local public administration (LPA) in the provision of communal household services based on an extensive set of indicators for the service of water supply, sewage, sanitation, public street lighting and public transport of passengers.
Starting from the premise that the quality of communal household services is determined both by the sustainable efforts of the authorities, their transparency and efficiency, and by the demand from the community - the portal www.serviciicomunale.md comes to provide information based on quantitative data about all these factors but also encourages greater citizen participation in the LPA performance monitoring process.
The APL performance comparison portal and tool is a first of its kind in the Republic of Moldova and presents the results of testing a series of indicators to measure the efficiency, accessibility, quality and profitability of the services provided to the residents of cities and municipalities.
